I wonder if you still have to have the developer preview and that it now just gives you the option to keep your local region selected... maybe?

It worked for me once I switched my region to Australia and then switched the speech voice to English UK. No opt-in required. It seems you can't have the US voice for Australia yet; not sure about Canada and India.
