    Hi there, WPCentral..

    I am a fresh graduate student of an IT Course related. I have a knowledge in Java programming language and Web Programming like HTML5 and CSS3, PHP and JS. Now, I am really into developing mobile application and want to start it with Windows Phone 8.1 . Any developers out there that can recommend me some guides to start with?

    Get Visual Studio (this is a link to the free version):

    Visual Studio Express

    It depends on how you learn best, but Channel 9 has a ton of great content - video tutorials, etc - and it's all free:

    Channel 9: Videos about the people building Microsoft Products & Services

    Moving from Java to C# is relatively easy. It will be even easier if you are familiar with Android (essentially Java + Android XML layouts), because C#/Visual Studio are much better tools.

    By the way, I can see at the Visual Studio link, in the Express 2012 for Windows Phone, it does really need to be windows phone 8 OS to build a WP8 Applications?

    At this point, you can use Visual Studio 2012 Express for Windows Phone, but it would be advisable to upgrade to Visual Studio 2013 Express as we get closer to the official release of Windows Phone 8.1. Since you say you know Java, C# would be your easiest learning path. Some language constructs are even the same between C# and Java. The Windows Phone dev center is your friend, as you will find both documentation on the api and code there.

    to clarify, yes your computer needs to be running windows 8 or higher to build windows phone 8 or higher applications.
    this is the reason why I still haven't started developing as I'm still on 7
