Is the Universal Windows Platform ready?

I'm looking to make an app, but I heard that it's not yet possible to start coding using UWP to make a universal Windows 10 app. Is that true?

No. Use Visual Studio 2015.

There is even a free community version.

When will UWP be ready? I really want this to be a universal app. I'm just the project manager and coordinator, so I don't know much about programming. I just know my team was excited to make the app universal.

UWP is already available - the tools launched with VS2015 and the RTM of Windows 10 (Desktop)

I've got an app that I'm working on that is already running on my phone, tablet, laptop, and desktops and I'm planning on adding Xbox One Support soon. Everything is already available, so the team should be all set to go. Unless I'm misunderstanding your question?

EDIT: I forgot, Windows Central ran an article on this already too... but there is a tool that just went into preview that will help you convert your existing Silverlight apps (so, non 'universal' windows 8.1 apps) to UWP apps as well.
