I can almost guarantee you that banner was a mistake and that chat rep was willing to say almost anything to avoid having to explain how the website is screwed up. He took a gamble saying it can only ship to certain areas. When you said you were in that certain area he had to side step and come up with another reason it wasn't available.

That banner has been all over the dell website lately simply promoting Win10. It sticks the name of the product you are looking at in the banner and reads your location to make it personalized. Somebody just didn't include a flag for it to not show up on that Android tablet.

I'd bet an unreasonable sum of money that your rep simply lied to you.

These reps and their managers are clueless. They usually know as much about the product as you do. Most of the time if a customer has questions, they just read off a script that they're given. They don't really care to answer your questions, why would they, they're probably getting paid minimum wage.

If you think about it, for Dell to be putting Windows 10 on an Android tablet would be quite a newsworthy feat. Why would they only sell it to certain states and not globally? None of it adds up. The rep was probably either lying or really confused.
