Is that the cross-buy icon on certain games?

I see certain games like Spartan Assault and Skulls of the Shogun have a phone + laptop icon. Is that a cross-buy icon between WP8 and W8/RT? Can anyone confirm this for sure?

If yes, is this explicitly only for games, or can we see this happening for apps in general as well?

EDIT: I did a search and yes these are the first two universal apps on WP8 and W8.1. If anyone has bought either game, can you please share if it saves progress across the different platforms as well? Or is it a mere "buy once use on both platforms" kind of deal?

yes they are universal apps , apps like shazam are also using the same code between windows 8 and windows phone 8.1
