    I noticed in the windows store that the option to download .XAP files from the Windows Phone Store on the web was gone already. It shows it is available on phone. So they have removed the option to install apps locally?

    If you find a XAP to copy to your phone, you can still install locally. They did make this much more challenging since you'll have to rely on a third party website to download the XAP files, unfortunately.
