Help ...Skype video choppy

I'm on Skype app 11.14.675.0, which I believe is the latest version, and I'm not an insider (though my phone is up to date). I'm going to be away from my daughter for the foreseeable near future and I was excited to set up Skype on her laptop so she can chat with me while I'm on the road. Sadly, I can see and hear her perfectly but from my end she has crisp voice with choppy video from my X3. Has anyone else had this problem? The way the video looks is like she sees every 10th frame. Very strange for a high end device. My mother in law's iPhone was able to do the test with flying colors.
