I would recommend the lumia 730/735 or lumia 640. 8GB is enough for basic apps and you can use the micro-sd for larger games and your music. I personally love my 735 because of the OLED screen which I think is just plain better than normal LCD panels, but that's just my opinion.
I think they'll just leave Notepad as it is and concentrate more on important things, after all their are a lot of alternatives you can download (from Microsoft and other companies) that have much more features.
I know Windows 8(.1) had design guidelines, because most apps looked kind of the same. Does Windows 10 have guidelines too or can app designers choose for themselves how their apps will look?
