hi no luck will not hard reset .. volume down , power , camera buttons

hi guys , i updated to 8.1 , but was having issues with data connection , so i did a soft reset , all im getting now is a blue screen with a sad face , tried to soft reset ,power on etc just reboots to the same screen .. any help appreciated .

i to have had a loss of data connection , as people say flight mode on and off resets connection but it losers it a few mins later .... i did a soft reset today and for the moment everything seems as norm .. im also on three in the uk and also had the tethering notification pop up ... looks...
