I'm having same issue but magnifier is turned off to begin with double tap to wake doesn't make any difference and touch sensitivity settings isn't present on my Lumia 640, what should I do? Does this really helped you?

I also have this issue (and OCD as well). From what I know about this phenomenon, it only happens when scrolling by dragging finger continuously on screen (not by flicking and lifting finger immediately off the screen - in that case it's buttery smooth). I don't know the cause but it's the same...
