I have done the reset procedure, and when I try to log into my Microsoft account, it says not available at the moment, and to check network connection if the problem persists; however I am connected to the internet and I can log into my account through explorer on the same device. Right now I'm using a local account, and whenever I try to sign in, the same window pops up. I have checked that the location, time and date are correct. I have tried resetting it again, still does not work. Please help.

This is a current problem for the RT. MS is aware. Hopefully a fix will be soon.

Since you have the account setup, try logging into your account just in the Store then restart after the updates. Once that happens then try to change your account to sign in with account type. Had a similar issue and that fixed it.
