These programs filter the blue light which keeps you awake when using your phone display at night. Is there any alternative to these programs for windows phone available?

No alternative as apps wont have the permissions to fiddle with system stuff like that.

Best option I think would be to use Color Profile by warming up the display. Not ideal nor does it do too much, but its something.

stuff like this should already be in the system.

There's plenty of things that need to be done.
Heck, iOS has only just added this feature and Android has not had an official implementation.

(Sure, there are some apps that do a crude overlay and CM has a nice version of it...)

If you're browsing, UC browser has a night mode which overlays a dark filter. Probably cuts some blue, but not specifically designed for blue.

I hade it on android for a long time.And on PC
It's a gre8 feature.
