Sounds like click bait fake news.
MS aked clear there will be not a 2nd upgrade for 512 MB devices since March.
Simply because Win10 works worst and worst on such terminals.

Sad to say, I check it myself on my spare 520 via Threshold Insider Preview.
MS last week released then official Annyversary news , When Redsone will become official. Minimum RAM request is 1 GB for mobile

So does this mean that there is still a chance for 1 GB devices which were left behind (such as the 525)?

I fear not for 525, old SD400 Platform doesn't work well
I repeat, you perfectly join Windows Insider Release Ring, that's the same Threshold build as official for now, and you can test it for yourself.
Most X2X serie owners use it, with different results
