3G connection on Lumia 630 not stable

I get intermittent 3G network on LUMIA 630. I have done all settings as recommended by Airtel, but problem persists. I get H+ / H connection when I am outside, but when I am inside home, I get "E" on the top instead of "H+/H". Pages don't load then. Can it be due to weak signal ? I get 4 bars though. sometimes 5. I hear lot of people have similar problem ?

Please suggest if it is due to :
1 Network Problem (Airtel) ?
2 Windows 8.1 ?
3 Hardware ( Handset )

Yes indeed its due to week signal.
Your phone automatically switches over to the strongest signal whenever possible.

as i said in the earlier post Your lumia phone automatically switches over to the strongest signal whenever possible unlike other phones which have and option to lock on to 3g no matter how weak the signal is.
