Flash can't be completely disabled?

I just noticed something with my 920. Even when the flash is set to off, the flash will apparently be used when taking pictures anyway if the surroundings are too dark, like pitch black. I tried to take a picture of my sleeping dog and I woke him
Is my specific phone being retarded? Is this an incurable WP8/Lumia 920 disease? Or is there another way to disable the flash completely? (I never use it)

is that the Focus Assist Light? Did you try turning that off in "Photo Settings"?

The Focus Assist Light is already disabled. And the scene is set to auto btw.

Turning both the flash and the focus assist lamp off will prevent the flash LED from activating, regardless of any other settings in the stock camera app. I can't speak for any of the Lenses. But I could not reproduce your issue, even in a pitch black room.
