Low volume issue, European phone

I have the volume up to 30 on my 925 for music listening with Groove and it simply isn't loud enough. I don't want to just gain everything with the EQ because that will cause distortion. Is there any way to get around this audio volume limitation?
Does anyone know alternately if it's possible to flash another compatible ROM from another country to the phone to get around that audio ceiling?

Earphones. Apparently it's a known volume ceiling placed on the European versions of this phone.
