9 is a number of bad luck in Japan. There are no buildings with floor number 9 there, just as there are no buildings with a floor 13 in the United States. To release "9" would be bad for the Japanese.
Also, there is no 9 any longer. Didn't you hear? 789. (seven ate nine). Even my 4 year old knows that.

Here is another theory... Everyone has believed the rumor that "Windows 9" will be a free upgrade for everyone. Now Microsoft can say, "Sorry, you missed 9. Now you'll all have to pay full price for 10." Gotcha!
