I remember back in WP8, you didn't have to let apps run in the background in order to receive alerts. I know this because I never had Twitter, Facebook, ESPN or CNN running in the background, yet I was able to receive the alerts associated with those apps. Now, I notice that in order for these alerts to properly show up, they have to be running in the background. Not only that, but the options to these alerts now show up in the notifications+actions section (which I already knew, but just in case others didn't).
So I'm assuming that in order to get alerts for a specific app in WP8.1, they have to be running in the background. Is this another change in WP8.1?
Also, has the limitations apps had (like the 30 minute update limitation) now gone with WP8.1? I ask this because maybe this is done for systems like smartwatches to be able to tap into WP platform better. I've been waiting for a smartphone that will fully support WP. I know of only Kreyos Meteor at the moment that says they will be fully compatible with WP.
