Why dont MS provide API'S to the developers,n Why dont developers request for the API'S???

I recently asked about true caller app in twitter why it doesn't True caller in WP work as true caller in Android..
n the answer is technology is different in both the platforms.WP doesn't provide API to integrate caller-id.

Nd developers cant develop app lock and message locks due to no API'S...
Developers must request MS to provide API'S..How to send this problems to MS..any links?
