Data Submission Arrow Not On My Device

I have noticed that on my wife's Icon and a friend's 928, but not my 822. Any prerequisite needed?

On the WiFi and Cellular signal icons, there is an arrow pointing to the upper-left, denoting that data is being transmitted.

This was introduced with GDR3 update and it's carrier restricted ( I don't have this on my lumia 920 which in unlocked ).

I've never seen it on GDR3 or WP8.1 Preview on my 920 on AT&T either.

It's a firmware feature, the Icon got it a few days ago, it was enabled on my 920 with the black firmware. I would say Verizon hasn't enabled it yet and might push an updated firmware to enable it later
