Does 8.1 Support background downloads/uploads?

I ask because it does not seem to in any of the apps I have.

My wife's Xbox Music has to be left open, with the screen unlocked anytime she downloads any albums or anything. When I post a picture to facebook, if I leave the app, it stops.

This is like, the most basic feature that is needed on any mobile plaform... Does 8.1 support this and the devs just haven't implemented, or is it not there at all?

From my understanding there IS background downloading/uploading but it's so restrictive, you have to have your phone charging, with at least 90 percent battery.. So, not really

It is there in 8.1. Internet explorer downloads stuff in background. So, I think it is more of an issue of not being implemented into apps yet.

Ugh bummer... It must be there for system apps because apps from the store download in the background, etc. Hopefully they make this better in future updates.
My wife was seriously annoyed when her music didn't finish downloading when the screen fell asleep

So devs need to get onboard with the new capabilities
