Do Apps Work Differently by Device?

I am on a Nokia Lumia 822. A couple of the apps I use quite frequently are iHeartRadio and TuneIn Radio. They are very buggy on my device and require a lot of restarting, closing, stopping, playing, etc just to get through an hour or so of content. Is this usually a function of the device, OS, or app itself?

I am planning to upgrade soon with the expectation that apps and overall performance will be better on a more updated device. If that is not the case, I will be switching to a different OS.

I would be more inclined to think its just the nature of the apps themselves.
Especially if you've already reinstalled the app etc.

Performance would probably be better, but I'm still thinking the apps weren't done with the highest care or are just out of date because Windows Phone's marketshare.
 
Yea - I'm afraid that is probably the reason. Is the outlook any better for Windows 10? Say, if I were to upgrade to a 950?
 
App selection wise, its some hope.

I don't think those apps would magically work better under 10. :/

Check out the apps reviews on the store to see if its just you or not.
