can guys come with away we can port in windows 8.1 in lumia 950 &xl,this will enable us know if the devises are issue or OS.

Hi and welcome to WindowsCentral. Unfortunately, that is not possible, since there are no Windows Phone 8.1 ROMs available for the 950/950XL. These devices were released with Windows 10 Mobile, and that is all they are able to run.
