Need a band remote shutter app for video on Win 8 or WIn 10

I am looking for a remote shutter app for my windows 8.1 and 10 Icons. I know there are some apps that will allow for remote shutter from the band...but they only do this in picture mode and not video?

Does anyone know if there is an app that I can use my Band 1 to start and stop video on my Icon that is sitting on a tripod? I am trying to film on a small boat and have the need to shoot a video on a moments glance as needed. Thanks for any help.

Yes that is correct...I would need the app to start the camera app on the phone from sleep/lock state. My android phone and android watch do this very well, so I was hoping that I could do the same with my Icon and Band 1.

I'd try experimenting with Cortana Voice commands then... She works under lock... Not sure about triggering video record though. If there is an App for Band that does this, I've not heard of it.
