Linking to Photos App

Hi, just a question for my own education,

Can anyone make a UWP photo editor for windows mobile and link it to the photo app to show up as a valid list of editors?

Or is it requiring special microsoft co-operation?

I'm just asking because support for a photo editor I'm talking with, claims that it's impossible for them to do it without co-operation from Microsoft.

I just want that app to show up when I edit a photo!
