Well, the 1020 has a 41MP sensor and does not take 41MP pictures. My 1520 has a 20MP sensor and does not take 20MP pictures. It has to do with the allowable aspect ratios for the pictures you can take, which do not use all the pixels in the sensor.

Proshot on the app store does actually allow you to take the full resolution... But in my opinion using that app on my 1520 I think it makes it look worse

The advertised MP is the size of the camera's sensor, rather than the resulting images. It all has to do with the lenses being round, but the sensor is square. Like Gustavo mentioned above, for example, my 1520 has the 20 MP sensor, so it can achieve a 16MP image @16:9 aspect ratio, or a 19MP image @4:3 aspect ratio.

Even with Proshot, you're still only getting 16 or 19 MP images, depending on aspect ratio on your 1520.

You can get closer to 10 MP if you shoot photos in the 4:3 aspect ratio.

Are you talking about the file size of the picture ?
The number of pixels that the sensor has (10 mp in this case) really doesn't mean anything regarding the saved file size of the picture.
It's simply the number of pixels that the sensor has.
