Well at least you have an excuse as to why being its an Insider Build.

I've been trying to upgrade one of my laptops to Fall Creators Update (1709) as it kept hounding me about the update. In doing so it killed it per se which required a complete wipe. Finally succeeded w/clean install but took a day and a half and many many hours which accumulated through the "try again" and diagnosis process.

Throughout the ordeal my choice words were considerably more colourful than yours and did not include "love you guys", and never will at this point. And going by my experiences in the past three years swear someone performed a lobotomy on MSFT really do.

Did you submit feedback for each issue through the feedback app?

I changed to the release preview ring and got the 17074 build. So far no issues on my Surface Book 2. The timeline feature though is not always available. Still trying to understand how it works (or when)
