Phone start up time (from the initial vibration feedback to the appearance of the start or lock screen) seems to vary depending on the number of apps installed on the phone... aside from the OS and firmware versions of course. The more apps installed, the slower it seems to take the phone to start up. The same is true when shutting the phone down.
As a comparison, I've got 102 apps installed on my L1020, more than 2/3 of which are pinned to my start screen. However, it took my phone only 37 seconds from the initial vibration to the lock screen... and additional 10 seconds to unlock the lock screen (pin code) to the start screen for a total of 47 seconds. Though I've got an older device, it has just been repaired (board was replaced with a new one) and everything has been freshly installed, which could be the reason why my phone booted a lot faster.
P.S.
You could usually simply turn on Airplane mode and then turn airplane mode off to "restart" or "reset" your mobile network connection - this would save more time than restarting the phone.
