950XL Dual SIM 2G Only

Hi Guys,

I have a 950XL dual sim and need some help. The second SIM is only allowing 2G connectivity. The issue is that I want to use the second SIM slot for voice and text (not data) and in the USA 2G is sunsetting. In my office (downtown San Francisco) there are no T-Mobile 2G towers left. At home there is a single 2G tower, but I suspect that to be going away in the next few months. ATT has committed to turning off 2G next year. As it stands, this phone is really just a single SIM phone for the USA if I can't even get voice/text on the second SIM.

Can the phone use the 3G or 4G standard on the second SIM? How do I enable that? Will they push a software update?
