A top layer over WP 8.1 (Ex. Facebook Messenger on Android)

I was wondering if it could be possible that Microsoft would be able to add a top layer over the current OS in which apps can hook into. For example, the messenger on Android looks incredible with the floating bubbles and i could easily call it the best Facebook Messenger service available. I know that it is currently against the OS rules and limitations of Windows Phones but do you think that it would be interesting to see a top layer, in which apps can hook into? :smile:
 
I guess floating will go leaps and bounds beyond the WP design language but it is a distant possibility.
 
it dont ve to be bubble, i could be square!? and floating/sliding from right or left, can be really good

What do chat bubbles have to do with design language? Android and iOS have different designs, yet the bubbles work well on both.
 
Would be interesting, though I hope to see something like the Windows 8 multitasking. Would be very lovely to use on a 1520.
 
Actually you stole my mind , i was thinking exactly this . I have a galaxy grand , in that the fb messanger is awesome . I really like that bubble of friend's profile pic, who has sent a message. It is far better than toast., and not only that , it only open in a small window like restore down in pc. it actually looks awesome, maybe someday ms thinks about that .
