Its just that, whenever there is a data transfer between the phone and the wifi network the arrow appears. The arrow also appears on the signal strength icon for the same reason.

It's a Cyan enhancement. The arrows and Bluetooth 4.0 LE are the only Cyan enhancements that seem to be on all Lumias. What more do you want to know?
