Adding programs to Start Menu

The manual for my Verizon XV6800 WM 6.1 says I can "create folders and shortcuts to appear on the Start Menu" by connecting the phone/PC then in Windows Explorer select: My Windows Based Mobile Device>Windows>Start Menu. But when I click My Windows Based Mobile Device I don't get a "Windows" option to select and can't find it or "start menu" in any of the folders actually.
Any idea of what I'm missing and how to fix it so I can add other things without a 3rd party software? Thanks.

Have you created a partnership? What you are wanting to do can also be accomplished through File Explorer. It has the ability to create short cuts by copying a file, then pasting a link to the file.
