After Clean Reset Nothing Works as Expected

Hey guys!

I have a very strange issue on a Surface Book i7, 512GB, 16GB RAM.
The machine was working flawlessly and because the person using it left our company, we decided to reset it by removing all files and stuff.

The reset went well and as expected but when we logged in back, I cannot click on the start menu, i cannot click on the search, I cannot swipe from the right of the screen and get notification center, I cannot even get to the Settings because it looks like when I use the left click on my mouse, it's like I haven't done anything.

All my keys and touch pad otherwise work well but that issue is making the machine just unusable. Reset it second time - the same. Created a different profile to log in from there - same. I just don't know what I have to try next and hopefully that's not a hardware issue...

use another machine to create USB Windows Installer. boot to USB drive and do clean install.

might want to delete all partitions. format. then do clean install. those options are available during install.

if you've already done so, then check for firmware updates.
