After resetting my 920 i found wp8.1 update 1 on my lumia

i reset my lumia920 today accedentally. i lost everything but i got shocked that my mobile still had 8.1 update1 prievew developer. how is possible.
Reset means it should wipe everything that means with os right. but why i still have 8.1 after resetting. below is the process how i reset my handset.
i opened the settings and under setting i went to about and under that i hit on Reset button.

No, the factory reset does not remove any OS updates you've done so far.

If you used the Nokia Software Recovery Tool to downgrade that is of course a different idea.
