After resetting the phone

I was thinking of resetting my phone. But the thing is,
1. Will I lose my Start Screen layout?
2. Will I lose the WP8.1 Developer Preview I downloaded back in April?
3. I have a few paid-downloaded apps on my phone, which I downloaded when they were free for a limited time (and they have changed back to paid now) Will I have to buy them now? Carrier billing is not supported in my country.

you will have everything at your reach. Just backup everything through settings and when ur reset is complete, choose the option to get old data back rather than selecting for fresh start for your device.

Even the apps which are now paid?
Any app that you own (either paid or free doesn't matter) will be accessible through the store. Click on the three dot menu (...) and choose "my apps" and all the apps you've ever purchased will be listed there, provided you are signed in with the same Microsoft account. Once you buy an app, you own it for life. If it was free at one time, and now a paid app, you still own it.
