All apps enabled in background when setting up phone with AU

I set up my new phone and installed Anniversary update followed by a factory reset. After all apps were updated, I checked in background app settings and I found all apps and services had been enabled by default to run in the background.

Is this the usual behaviour for windows 10 mobile? There were over 30 apps plus services that could run in the background and I disabled all except messaging, phone, people and photos
