I've compiled a list of multiplayer games here, including listing which have Bluetooth or local WiFi multiplayer. The list is by no means complete (and I also cannot guarantee the accuracy, as some of the games and information were submitted to me by other users), but it seems that there are several games that fit your requirements (although, that page doesn't list the RAM, you'll easily be able to check that by searching for the game in the Windows Phone App Store).
