Any way to run the same app twice?

I need to launch the same app twice on my laptop running Windows 10, is there any kind of registry hack to allow this?

One reason: I am trying to install updates on my PC, but for some reason Windows 10 keeps changing my connection to be set as metered, interrupting the downloads. It also stops a few other minor things from working, being on a metered connection. But I can't have the setting app open with windows updates showing and also have the settings app open showing network settings so that I can keep an eye on it and change it back to unmetered.

That's just one example, but there's other apps that I need to be able to launch twice too, quite frustrating.

Can you not keep an eye on the WiFi connection from the sidebar?

It's been a while since I used W10 so don't know if metered connection setting is in the sidebar/notification area
