Anyone know how to edit MMS settings on the LG Quantum?

I just switched to net10 from ATT and I got the data, text and phone working but I still can not receive picture messages.

In actuality, I'm not too sure. perhaps you can take this issue to your current carrier perhaps? Maybe picture messages are simply not supported, but that shouldn't be the case.

picture and MMS are supported by net10. I just have no place to input the settings into

There are no settings relating to picture messages, since your device, regardless of carrier, should be able to receive picture messages. Did you alter anything on the phone software-wise? (OS update, etc.)
