I didn't see anything that wasn't announced months ago. Not sure why they are reporting it now.

This article is very poorly written, misleading and sometimes just plain wrong. Even the title is incorrect, as the OS was not made free for app developers, but for OEMs. WC wrote an infinitely better post on this a few weeks back.
