If data is referring to documents, picture, music, etch., then store them on SkyDrive would be the best way to have access from both your WP and laptop. If you want to use the data connection on your WP throw WiFi on you laptop to gain access to the internet where your WP is your only connection, then Internet Sharing in the setting is the way.

Nothing like that exist for WP that I'm aware of, but if all you want is access to documents, pictures, music, etc., then store them in the cloud and access them from there.

pocket file manger will do this, but you can only read specific files that the system allows from your phone. the app will create a ftp server on your phone which then you can access from your pc's browser, and that your phone and pc are connected to the same network
