Developing an app is free in the appstudio.. (IE11 www.appstudio.windows.com))) .

but posting it to Windows / phone store. one need to have a $19/- developer subscription?
Or I'm going in the wrong way.

If you want to have an app on WP Store then you need to have a developers account which costs $19.

You can put it on your phone and other people's phone for free if the they have DP.

If you are a college/university student you can check out Microsoft Dreamspark program. It is usually for free software to students, but it also has store subscriptions.

Seems a bit odd that your phone is developer unlocked and you can't install the certificate.

Nobody but me in that one yet, no answers. Still got a device that "appears" to install the certificate, then complains I have to install the certificate before I can install an app.

Seems like there is no solution to it! I even contacted microsoft through live support, nor they have answer to it :/

I got this today from Microsoft App Studio forum. I just checked, and the problem is indeed resolved.

Hello everyone,

First we would like to apologize for the inconvenience that the failing cert has caused for any of you.

Next, We would like to let you know that the problem is now resolved. We had loaded the wrong cert into the latest site revision, which is now fixed.
Please go ahead and load the cert again, and it will now allow you to properly load it as well as your app package.

Again we are very sorry for the inconvenience.
