Application Review and Update Reporting

Hello WPC Staff and Community,
I am a Windows and Windows Phone application developer, my apps are in the niche low visibility but useful Government category. I want to know if you have a process on picking what apps to report on, do you pick them because of their quality, app popularity, developer popularity or you have some other method?
I am not trying to criticize you, but I am trying to take advantage of the visibility you provide. My applications are high quality, useful, free and exclusive to Windows, you can't find a similar application with the same quality in IOS or android.

Challenge:
If you find a similar application with the same quality and usefulness in IOS or Android, I will donate 4 Lumia 5xx (two 520 and two 521) phones to you (WPC) and you will be able to give them away to the community.

Note: I will not provide the names and direct link to my applications without permission from WPC.
