Apps can import videos from system library???

Because of the Windows Phone 8 SDK, you cannot upload vids to apps. There is one exception, the Nokia Youtube uploader but that is a bit different.

Can they fix this either in GDR3 or in 8.1 update? This is annoying since I would need taht deature for uploading videos to Whatsapp conversations.
