Apps keep trying to download even after cancelling download--how do I permanently remove them?

I have Lumia 635 and had to do a hard reset. Many of my apps re-installed just fine. However 2 apps Lumia selfie and device hub keep trying to install from the store. They both say action needed before downloading. I cancel the download and 3 or 4 hours later they come right back trying to download with action required again. Anyway to permanently cancel them or remove them? I do not want them installed.
