Arc Blue tooth has code 10 Error on Build 14342

Hi all
This relates to an Atom processor Surface 3. Problem does not occur on my intel Surface.
Both my arc devices produce the error so hardware cause is unlikely. I have updated the driver and it is reported to be up to date.
