Are all Lumia 822 unlocked?

Since, all Verizon 4g,lte devices are GSM unlocked... is it safe to assume that no software unlock code is required to use 822 on ATT?
Some listings specify unlock, while others dont. Don't know if they don't know, etc

They are GSM unlocked, so no, you wouldn't need an unlock code if you wanted to use them on AT&T (or T-Mobile, for that matter).

Yup, they are all unlocked, but its worth noting that they might need some extra tweaking to get advanced features like MMS working properly. Probably worth it though.
