Are GPUs really getting any better for the money?

I think since the GTX 1080 Ti that I purchased, things have been improved, but not as much as they used to be. I know there are RTX things, which I myself don't deem necessary yet, but what about all this scaling DLSS or whatever? I never had to, and still do not, use that kind of thing. Yeah, I don't do 1440P or 4K gaming, still doing 1080P and fine with that, so I understand things are trying to develop for higher resolutions. But still, without the AIs and the upscales, other than higher resolutions does the newer GPUs and their price increases make sense?

Value is pretty subjective, if you don’t find the extra bits and bobs very appealing, no reason to spend more. My friend was showing me the wonders of a higher framerate a better display and GPU yielded but I just didn’t appreciate it like he and many others do.
