Are OEM versions eligible for free upgrade?

I got the upgrade reservation popup on my tablet (running Win8.1 w/Bing), but not on my laptop or netbook (both running Win7 OEM). Does anyone know if OEM versions of Windows are eligible? Thanks!

sometimes it appears, sometimes it doesn't, don't worry about it.
