Article Shouts-out to Windows on a phone

I don't think it does "shout out to" Windows Phone... I think it belittles and dismisses Windows Phone quickly.

I began my dating app experience much later in life. (The foolish decision to buy a Windows phone set me back two years.) I was anxious to get started the moment I upgraded devices. The first and most obvious download was the infamous Tinder...

The author had a Windows Phone and "upgraded" by switching to something that had Tinder or Pokemon Go or Snapnuggets or whatever.
 
Kind of an sad story, not really a shout-out to Windows Phone. Started with what he was using but it was about a dating story gone bad.
